To require the Secretary of State to offer vehicle owners the option of having a "digital license plate" with an electronic display, which most likely would be acquired through a state contract with a private company. Also, to exempt vehicles owned or operated by nonprofit food banks and food pantries from the vehicle registration (license plate) tax. Operators would have to pay $10 fee instead.
