To revise the state “certificate of need” law that rations the number of hospital beds and other medical facilities by requiring a panel of existing providers to approve proposals to add beds or build any new or expanded facilities. The bill would delete a requirement that a hospital looking to provide “extended care services program” with 10 or fewer hospital beds must “provide evidence that…(it) had difficulty in placing patients in skilled nursing home beds during the 12 months immediately preceding the date of the application”.
