Authorize tax-and-borrow “neighborhood enhancement” authorities

To authorize the creation of local “neighborhood enhancement districts” that would have the power to borrow and levy “special assessment” property taxes to pay for spending on projects that government planners think would “enhance” a neighborhood. No vote of the people would be required, and the proposed property taxes would be in addition to existing property taxes.
