Prohibit independent corporate subsidy agency revenue sources and spending

To no longer allow the Michigan Strategic Fund to collect the revenue paid to the state through Indian casino gaming compacts and other "off budget" sources. This is the agency under which various entities such as the Michigan Economic Development Corporation and local versions of it deliver direct and indirect subsidies to particular companies or developers selected by agency staffers and political appointees. Under the bill, all revenue and assets of the Strategic Fund would be “declared public money and assets” and could only be disbursed through an appropriations bill passed by the legislature.
