Revise criminal defendant sentencing diversions

To raise from age 17 to 18 the minimum age at which offenders are eligible for a deferral mechanism that means not including the offense on a youth’s permanent record. This is one of several bills to no longer automatically treat minors who commit certain crimes as adults, and is part of a broader "raise the age" juvenile justice reform effort.
