To prohibit mobile home park owners from raising site rental charges faster than inflation. The bill appears to make this a permanent ban on raising rents for reasons unrelated to announced increases in the inflation rate as determined by federal agencies, including state or local tax increases and many other factors that are not included in the official inflation rate calculations. House Bill 5397 would require park owners to get permission from specified state officials to raise site rental charges.
