To allow a county road commission, in a county with a population exceeding one million (Oakland and Wayne), the power to transfer jurisdiction of a road from a local unit of government to the county road commission, if the road had been blocked for more than six months without a sufficient reason and/or the blockage provides a significant health/safety/welfare concern.
