To increase the fine and penalty for impersonating a handicapped person for the purpose of gaining entry for a dog that would not otherwise be allowed access to a public place. Specifically, the bill identifies misleading and unnecessary use of the ‘blaze orange’ leash and collar that identifies working dogs.
