To limit the legal exposure of those who lease vehicles to situations in which negligent harm is caused by a licensed driver. Presently, those who lease vehicles may be liable for damages when the renter, or a member of the renter's immediate family, causes negligent damage with the vehicle. Under this proposal, that leasing agent would retain liability only if the operator is a licensed driver.
