To redirect money derived from certain substance abuse fines to municipal courts, rather than probate courts. At present, a variety of fines (such as those assessed for minors in possession of alcohol) are distributed amongst circuit, district, and probate courts. This bill removes the probate courts from eligibility for this funding, and establishes municipal courts in their place.
