To require that a municipality issue a report of the previous year’s interaction with the Department of Environmental Quality whenever that municipality has been responsible for the discharge of sewage onto land or into water that would affect other municipalities. Presently, the municipality responsible for the discharge is required to give immediate notice to all affected parties and local media when the discharge occurs. This bill would require that the responsible municipality also release a comprehensive report regarding the events leading up the discharge event.
