To prohibit solid waste haulers from transporting and solid waste disposal sites from accepting solid waste that was produced outside of Michigan. Presently, shipments of solid waste are protected as ‘interstate trade’ under the Interstate Commerce Clause of the United States Constitution, which prevents states from prohibiting them. The bill states that, if it were passed into law, it would not be enforced unless the United States Congress granted states a waiver.
