To allow cities the right to file civil lawsuits against criminals for reimbursement of incarceration costs against any suspect who was kept in a city jail for a charge that eventually led to a conviction. The city must evaluate any financial hardship that such a financial obligation would inflict upon the prisoner’s family and other dependents. Before awarding reimbursement, a court must also factor in these financial hardships.
