To amend the apportionment of presidential electors to align with state congressional districts, rather than the present winner-take-all system. Each congressional district would account for and cast an individual vote for President of the United States. The entire state of Michigan would account for and cast two at-large votes. Thus, the electoral votes presented by the state of Michigan to the electoral college could be allocated to more than one candidate, depending upon the results in each individual congressional district.
