To encourage school districts to require students in grades 3 to 12, before the beginning of each day, to recite the following excerpt from the Declaration of Independence: "We hold these truths to be self-evident, that all men are created equal, that they are endowed by their creator with certain unalienable rights, that among these are life, liberty, and the pursuit of happiness. That to secure these rights, governments are instituted among men, deriving their just powers from the consent of the governed . . ." The bill also would encourage schools teach the meaning and importance of the passage in its 18th century context.
