To change the effective date for the implementation by the Department of Education of youth recreational vehicle safety education courses to October 1, 2001. It would remove the requirement that the Department of Education promulgate regulations for the courses and inspect the instruction sites, and instead place in statute requirements for teacher qualifications and that the course provide at least seven-hours of instruction.
