To authorize local unit of government to govern the sale and purchase of development rights on land. This would allow for the severance of development rights from land in a "sending zone" and the attachment of rights to land in a "receiving zone," to be designated on the local zoning map. Landowners in the “receiving zone” could purchase the right to increase the intensity of development beyond what would otherwise be authorized by purchasing development rights from property owners in a “sending zone,” who would give up the right to develop their property.
