To require that Michigan residents who are candidates for organ donations receive priority for organs donated within the state. This is part of a legislative package comprised of House Bills 4403, 4430, and 4431. The bills would also authorize patient advocates to make organ donations on the behalf of deceased individuals, and add drivers' licenses and state identification cards to the list of allowable "documents of gift".
