To authorize local, multi-jurisdictional, county and regional planning commissions, and give them authority over land divisions, plats, and condominium projects. Commissions would be required to prepare, coordinate, and promote 20 year land use plans that would regulate the use of natural resources, and the “appropriate” use of farmland, forests, open spaces. Before preparing the plan, notice must be sent to each contiguous political subdivision, governmental entity providing services, utility, county or regional economic development commission, housing commission, county recreation district, historic district commission, public sewer and water system, solid waste management system, enterprise zone, empowerment zones, metro council, etc. When completed the draft plan must then be sent to the same entities, which could comment and question. The proposing commission would be required to answer in writing, and “attempt in good faith to address” objections. Finally, public hearings would be held before a final vote to adopt a plan. The bill is part of a legislative package comprised of House Bills 4571 to 4575.
