To require a person who engages in "practice as a medical director" of a "health plan" to be licensed as a doctor, and prohibit a doctor acting as director the course of health plan utilization review, from failing to perform certain acts on behalf of a patient in order to positively influence the financial well-being of the licensee or the health plan. Examples of prohibited acts include failure to refer to a patient to an appropriate provider, failure to offer appropriate procedures or studies, etc.
