To require the Department of Environmental Quality to develop and implement a statewide water pollution monitoring system to specifically identify the sources and locations of discharges of untreated or partially treated sewage from sewer systems, and from on-site disposal systems that are not functioning properly. The Clean Water Fund would be used to fund the program.
