To authorize the state employment relations commission to determine which employees in a fire department shall be deemed supervisory personnel for collective bargaining purposes. Current statute prohibits defining as a supervisor any person subordinate to a fire commission, fire commissioner, safety director, or other similar administrative agency or administrator. A supervisor is considered "management," and so is prohibited from being included in an employee collective bargaining agreement, which would put him or her “on both sides of the bargaining table” in labor negotiations.
