To establish in law that the Family Independence Agency may contract with a charitable or faith-based organization on the same basis as any other non-governmental provider, without impairing the religious character of the organization, or diminishing the religious freedom of beneficiaries of a program, as long as the program is implemented in a manner consistent with the requirements of the First Amendment to the United States Constitution.
