To establish public financing for the election campaigns of candidates for governor, state representative, and state senator; and require disclosure of the person’s name, amount spent, and purpose of the ad for those who place issue ads which include the name or likeness of a candidate, have an aggregate cost of more than $1,000, and recommend a position on a political issue.
