To appropriate the money collected from an existing $3 income tax check off that is currently used to fund certain gubernatorial election campaigns, to instead be used to provide grants to qualified educational institutions for the purpose of sponsoring gubernatorial debates. See also House Bill 5531, which would establish public financing for the election campaigns of candidates for governor, state representatives, and state senators.
