To require public schools to adopt a written hazing policy which prohibits hazing by pupils and student organizations, and specifies penalties for violations. "Hazing" is defined as any method of initiation, preinitiation, or pastime by a student organization that causes or is likely to cause physical harm or danger, personal degradation, or disgrace resulting in mental harm.
