To make hazing in a public or private school a cause for civil action against the individual who carries out the act and against school administrators, faculty, and staff. "Hazing" is defined as any method of initiation, preinitiation, or pastime by a student organization that causes or is likely to cause physical harm or danger, personal degradation, or disgrace resulting in mental harm.
