To require that the Department of Environmental Quality apply certain criteria to assess the priority of a grant request to the State Water Pollution Control Revolving Fund submitted by a city for a project to bring municipal wastewater treatment systems into compliance with state and federal regulations. Specifically, that a grant request from a city which voluntarily admits to a sewage-related problem and submits an enforcement schedule should receive the same priority as a request made pursuant to action brought by state or federal regulators or courts.
