To amend the electricity restructuring plan adopted in 2000 to make it clear that an "alternative electric supplier," defined as a person (corporation) selling electricity to retail customers in Michigan, is not a public utility, and is therefore exempt from utility franchise requirements. The franchise requirements are related to government rights of way that the owner of the actual transmission lines must comply with.
