To establish a state fund to pay for a program of blood lead screening of children, follow-up tracking or treatment, programs to educate the general public, physicians, and parents of at-risk children about lead poisoning risks and prevention, programs to screen for or abate lead hazards in housing, day care centers, schools, and other structures, and programs to inspect lead hazard abatement activities to ensure compliance with best management practices.
