To repeal the law which prohibits the marriage of an "insane person, idiot, or person who has been afflicted with syphilis or gonorrhea and has not been cured." The legislation also updates references in the law to exemptions from the spousal and confidential communication privileges in legal actions. The bill is part of a legislative package comprised of Senate Bills 67, 103, and 104.
