To authorize penalties of up to $500 and 12 months in jail (for a second offense) for the operator of a movie theater (not just the ticket seller) who permits a minor not accompanied by a parent or guardian to enter an “NC-17” or “R” rated film. The bill also specifies that a theater must prominently post an “800” number which may be called to report violations.
