To require shippers and haulers of solid waste imported from Canada and other states for disposal in Michigan landfills to certify that the shipment does not contain materials which Michigan environmental laws prohibit for disposal in landfills, unless the Department of Environmental Quality has certified that the solid waste regulatory system of the state or country is at least as stringent as Michigan’s.
