To authorize the creation of neighborhood improvement zones with the power to levy additional property taxes for the purpose of acquiring, maintaining, or providing property or services to enhance the prosperity, enjoyment, appearance, image, and safety of an area. This would include things like parks, sidewalks, security services, cultural or recreational activities, economic development activities, etc. A zone could be established if the owners of at least 30 percent of the property in the zone called a public meeting at which half the property owners present agreed to the zone, and the local unit of government then called a mail-in election in which the owners of at least 60 percent of the property in the zone agreed to its creation. The vote of any single property owner would not count for more than 25 percent of the votes, even if he owns more than 25 percent of the property.
