The executive recommendation for the FY 2002-2003 Capital Outlay budget. This appropriates $562.8 million in adjusted gross spending (funded from all sources, including special state restricted fund and federal pass-through dollars, minus interdepartmental transfers), compared to $492.5 million, which was the FY 2001-2002 amount enacted in 2001, excluding any supplemental appropriations. Of this, $304.5 million will come from the General Fund (funded by actual state tax revenues), compared to current year spending of $315.8 million. This budget will include the first installment of $78.3 million on a proposed $1 billion, five-year airport security spending plan.
