To exempt demolition of buildings on which no significant rehab attempt has been made for 24 months, and which are located in an urban core city with stricter standards for the rehabilitation or removal of boarded or abandoned buildings, from a law prohibiting demolition by a unit of government if the state equalized value is more than the cost of repair.
