To apply to deceptive unsolicited commercial e-mail (“spam”) the provisions of the state law against unfair, unconscionable, or deceptive methods or practices in the conduct of trade; to prohibit placing false or misleading information on the subject line of a “spam” e-mail; and authorize an internet service provider to block “spam” which it believes violates these provisions.
