To allow under certain circumstances the use by a resident or a resident's legal representative of audio or visual electronic monitoring devices in nursing home rooms to monitor a resident’s care. The bill authorizes the use of recordings from such a device as evidence in a civil or criminal trial, and authorizes criminal penalties for a nursing home which prohibits or tampers with such a device or recordings.
