To require that the Detroit water and sewer system be governed by a 16-member board, consisting of nine water board members and seven sewer board members. Board members would be selected by representatives from each of the communities using the system, with each community casting one vote for water board and one for sewer board. Those communities using only the water or sewer service, but not both, would only cast a vote for the appropriate board.
