To repeal the adult education act, due to a transfer of functions previously authorized under the act to the new Department of Career Development, which was created by executive order No. 12 in 1999 which was created by executive order No. 12 in 1999. The bill is part of a legislative package comprised of House Bills 5901 to 5923, which consolidate various government job training programs within the department.
