To establish a state “Children’s Cabinet” that would consist of the directors of the Departments of Career Development, Community Health, Management and Budget, Corrections, the Family Independence Agency director, the Michigan Superintendent of Public Instruction, the State Court Administrator and the state Children's Ombudsman. The Cabinet would meet at least every two months and would hold hearings and solicit information from agencies and organizations that deliver services to children. It would develop funding sources to better coordinate services, and would assist and advise the governor in developing a children's budget for all services and programs for children under age 19 and their families. The Children's Budget would aggregate all the line item spending for services and programs delivered to children, without necessarily providing new spending. The Cabinet would also produce an annual report detailing its work and goals.
