To provide that a newborn covered under the “Born Alive Infant Protection Act” proposed by House Bill 5994 would be covered under the "Safe Delivery Act," which requires an emergency service provider receiving a newborn is required to inform the parent about the termination of parental rights, adoption, and regaining custody; to obtain relevant family and medical information and the identity of the parents (neither of which is made public). The bill would require the emergency service provider would have do these functions with the attending physician who delivered the newborn, and also provide the child with humane care if there was no chance of survival. The emergency service provider would be prohibited from attempting to directly contact the parents of the newborn. The bill is part of a legislative package comprised of House Bills 5994 to 5998.
