To place the Michigan Merit Award Scholarship Program under the Department of Education, rather than the Treasury Department, and revise the scholarship award criteria to grant scholarships to students who show a pattern of assessment test results, scores, or ranges of scores that demonstrate consistent academic improvement prior to grade 12.
