To establish procedures to create a watershed management district and develop a watershed management plan covering all or part of one or more counties. The plan can included (but is not limited to) water quality monitoring, special studies, data collection, education and outreach, hydrological engineering, and development of ordinances. The watershed management districts would have authority to borrow, and to assess local communities for the cost of creating and implementing a watershed management plan. Taxes levied by the local communities would not be considered to come under other millage or charter caps that apply in the communities.
