To require a business to honor gift certificates for one year after their date of purchase, and prohibit a business which is planning to close or has filed bankruptcy from issuing gift certificates. Also, to require the new owner of the business (if it is still in operation as a retailer) to honor unexpired gift certificates issued by the previous owner.
