To require an Environmental Impact Statement to be prepared when land that is suitable for agricultural use, and has been used for agricultural at any time during the preceding two years, is proposed as a site for an infrastructure project financed in whole or part by the state or a local government, if the project will render the land unsuitable for agricultural use.
