To eliminate a provision in the insurance code that authorizes an insurance company which is subject to a hearing for allegedly engaging in improper or unlawful activities to request the hearing be conducted on behalf of the state insurance commissioner by an independent hearing officer chosen from a list submitted by the American Arbitration Association.
