To require a $3 per ton state landfill-tipping fee, with the proceeds going to a new waste diversion fund, which would spend one third of the money for grants to local governments to increase recycling participation, one third to nongovernmental entities in partnership with local governments for the same purpose, and one third for projects to expand markets for recyclable materials.
