To authorize the Department of Treasury to establish an offer-in-compromise program, allowing it to compromise with a taxpayer in the matter of delinquent tax payments, and to establish procedures, guidelines, and oversight for doing so. The bill would prohibit the department from rejecting an offer-in-compromise from a low-income taxpayer solely on the basis of the amount of the offer.
