To prohibit the use by a company engaged in commerce of any unfair, unconscionable, or deceptive method, act, or practice, unless it is a transaction or conduct specifically authorized or expressly permitted by state or federal laws and regulations. The burden of proof would be on the accused to demonstrate that an action was permitted by law.
